* Note: Ceremony fees are not required if the marriage is solemnized by someone other than the Governor or the Mayor.

Who Qualifies as a Resident?

To be considered a resident, applicants must have lived in the CNMI for at least 12 months prior to applying and meet one of the following conditions:

âś” Maintain a CNMI mailing address for at least 12 months.
âś” Hold an active Commonwealth Utilities Corporation account for 6+ months.
âś” Have paid CNMI income taxes for at least 6 months.
âś” Maintain an active bank account in the CNMI for 6+ months.

If one applicant is a non-resident, the non-resident fee applies.

Application Requirements

✅ Complete the Application Form – Download and fill out the Marriage License Application.
✅ Submit Proof of Age – Provide a valid government-issued ID (passport, driver’s license, or resident card).
✅ Parental Consent (if applicable) – Applicants aged 16-17 must provide notarized parental consent.
✅ Payment – Submit the required fees at an approved CNMI payment center.

Once all documents are submitted, your license should be processed within five business days.
