PROCLAMATION – CNMI Employer Support of the Guard and Reserve Week – August 8-12, 2022

WHEREAS, the Army National Guard, the Air National Guard, the Army Reserve, the Air Force Reserve, the Navy Reserve, the Marine Corps Reserve, and the Coast Guard Reserve are on the frontlines of securing our nation’s security and safety.  For decades they have borne the burden of the war, continuing legacy critical element of the war against terror.  These courageous men and women respond in times of disaster and lend their generosity to humanitarian efforts throughout the world; and

WHEREAS, the thousands of men and women who have served and who currently serve in the Guam Guard and Reserve/CNMI Reserve continue a tradition of service, nobility, and heroism. Our pride in our nation shows as we have the highest membership per capita anywhere in the United States.  As a community, we have to come together to support them for their courage and sacrifices; and

WHEREAS, the Employer Support of the Guard and Reserve, ESGR, is an agency of the Department of Defense.  The ESGR is instrumental in supporting our National Guard and Reserve members with civilian jobs in addition to their military duties and their employers.  This fosters and supports a strong relationship within the community.  The members of the Guard and Reservists are able to respond when they are called upon for duty or disaster emergencies knowing they have secure employment when they return home; and

WHEREAS, our nation is facing tough times.  Many service members return from active duty and deployment and are faced with uncertainty in tough economic times.  It is important, now more than ever, to ensure they have a job when they return; and

WHEREAS, members of the Guard and Reserve can focus on their mission knowing full well that there is still a job waiting when they return home.  The establishment of the Employer Support of the Guard and Reserve encourages the employment of Guard members and Reservists who bring integrity, dedication and leadership skills to the civilian workforce.

WHEREAS, the Guam/CNMI ESGR State Committee has been present in the Guam/CNMI since 1997. The establishment of the Guam/CNMI ESGR is honored to celebrate Twenty-five (25) years of community service to support the Guard and Reserve in our US Military branches, the employers in our public and private sectors, and the volunteers.

NOW, THEREFORE, I, RALPH DLG. TORRES, Governor of the Commonwealth of the Northern Mariana Islands, by virtue of the authority vested in me by the Constitution and Laws of the Commonwealth, do hereby proclaim August 8-12, 2022 as

EMPLOYER SUPPORT OF THE GUARD AND RESERVE WEEK

I urge the people of the Marianas to support these brave men and women for all the work they do.  The members of the Guard and Reserves contribute to the safety and security of our entire nation and their civilian employers are also on the frontlines of our security as they support them. The Commonwealth and the entire nation would not be the same without the ESGR and their many contributions to our community.

Lieutenant Governor David M. Apatang, together with Delbert T. Pua, Special Assistant for the Office of Youth Affairs, recently proclaimed October 2024 as Youth Empowerment Month. The proclamation was made in the presence of members of the Legislature, Cabinet officials, and community partners, all united in their commitment to improving the lives of our youth.
